This looks to me like a primitive PC keyboard interface. Could be some handmade manufacture from Poland, we had lots of such hardware manufactured like that in our first post-communism years due to lack of parts and professional tools. Odd is the chip attachment seems to be bigger than for CIA or keyboard MPU of either A600 or A1200, who hold the keyboard signals, but I may be wrong about that. The chip adapter has 11 legs on each side - so I think it would fit CIA - I'll try to see if it fits. Yes, it looks handmade, however the PCB looks professional. Did a Google search for "Amiga 1200 PC keyboard interface" - and I found a few that looks a bit like the one I have - so I think you're right. The thing came with 2 towerized Amiga's. It's a keyboard adapter. I have the same but instead of a PLCC socket I have a connector that goes to the keyboard connector on the Amiga 500 motherboard.
